You have to trade with a friend at a pokemon center. I suggest trading kadabra for hunter. They will both evolve.
In the Hoenn Dex, there are 200 pokemon. Kadabra, Graveler, Machoke, Clamperl and Seadra don't evolve without trading, so you can't get Alakazam, Golem, Machamp, Huntail, Gorebyss and Kingdra without trading. I hate to say it but you can only get 1, so if you chose already... Hope you didn't really like the opposite one. Oh, and you can get the other by trading with a buddy. The alternative is using a cheating device of some kind, such as Gameshark, but don't. Cheating is lame.
In Pokemon Emerald, both the Root and Claw fossils can be obtained. One may be selected at Mirage Tower and the other will be found at the end of the Desert Underpass.

The only way to get both Generation 5 fossils as in the Cover Fossil which is also the Tirtouga Fossil and the Plume Fossil, also known as the Archen Fossil, you will need to trade with another player in order to receive the other Fossil. No, you can only pick one per version. You will need to trade for the other fossil Pokemon to complete the collection in Kalos. The Sail Fossil is Amaura, the Rock/Ice-type Pokemon, and the Jaw Fossil is Tyrunt, the Rock/Dragon-type Pokemon.
