TOENN FALLS are in the right side of rustboro city in Surfing area. you will encounter many azurill that has a level of 32-40, and one thing you will encounter in the falls, DARK GROUDON beside of the team magma leader.

∙ 8y agoYou can't find an Azurill in pokémon Emerald. You have two options to get an Azurill in this game: you can either find it in a different game, then trade, or you can breed.
You can breed an Azurill using Marill or Azumarill, while it holds a sea incense. You can find a sea incense at Mountain Pyre. You can find a Marill on the routes 102, 104, 111, 112, 114, 117 and 120, you can also find it in Petalburgh City and in the Safari Zone. You can't find an Azumarill in the Emerald Game, but Marill evolves to Azumarill at level 18. If you'd like to breed it with a Ditto, you can find a Ditto at Desert Underpass.
You can find Azurill at Great Marsh and Trophy Garden in Diamond/Pearl, at Trophy Garden in Platinum, in White Forest in Black/White, in Floccesy Ranch and on route 22 in Black2/White2 and on route 3 and 22 in X/Y.
