There's only one way to get all 3 starters in Pokemon HeartGold/SoulSilver, but you will need to have 2 DS's and 2 games. You start with a Pokemon and trade it on your other game on your other DS. You start a new game and then do the same with your other 2 and then trade them back. You then have all 3 starters.

i can answer this in HG, SS, or platinum. HG & SS: go to the cave of blaine's gym and down stairs. down there there is a sort of maze. at the bottom floor you use surf to reach a platform of ice with Articuno on it. Platinum: talk to Prof. Oak (or Rowan, one in jubilife city) and he says 3 Legendary birds are floating around the sinnoh region. using the map you can hunt the 3 fleeing legendaries. they are all level 50. hope i helped!
