1. Cheat and use a GameShark.
2. Get a starter. Trade it to a friend, and then start over. Then get another starter at the beginning of the next game. Trade it also to your friend. Then, start the game over a third time, and Get the final starter. Have your friend trade all those starters back to you, and then you have them all!
