No trainer has that Pokemon in that game. But you can migrate it from Fire Red and Leaf Green I think.
You can't catch typhlosion so you need to get a cyndaquil from Pokemon xd gale of darkness or emerald or get the quilava from Pokemon colosseum then evolve it to typhlosion.
Yes.
Each Pokemon has different max stats. Each individual typhlosion has a different level of maximum stats, so it is impossible to say what the typhlosion's max stats are. There is about a 1 in 20,000 chance that two of the same kind of Pokemon will have the same maximum stats, so it is impossible to say. It's max stats depend on it's nature.

The Pokemon that evolves into Typhlosion is Quilava. You can't find it in the wild, you have to evolve it from a Cyndaquil you get from Prof. Elm.

Typhlosion is #157 in the national pokedex, and it is a Fire type Pokemon.
Well the only other way I can think of besides cheating is by migrating it from Pokemon emerald after u complete the dex there u get one of the first three starters such as cyndaquil totodile or chikoreta.
