You'll need a Shiny Stone to make Togetic evolve.
Where can you get a Togekiss in Pokemon SoulSilver?
Togekiss can only be obtained by evolving a Togetic, which in turn, can only be obtained by evolving a Togepi. Only 1 Togepi can be found in SoulSilver or HeartGold, given as an egg received from Professor Elm's assistant in Violet City Poke Mart.
