Hatch the Togepi egg given to you by Professor Elm or whoever gives it to you. Then you max out it's happiness and level it up to get Togetic. Lastly give Togetic a shiny stone which can be bought at the athletes store or found somewhere. Hope this helps you to get a strong Togekiss.
