well u have to see manaphy. in order to get manaphy on your pokedex, go to the library in Canalave City. On the top floor i think there is a book on the table. Read it and it will show you a pic of manaphy and it will automatically be added to your dex. also if you need help on finding the other Pokemon to complete the sinnoh dex go to this link-----------> http://pokemonplatinum.net/v2/pokedex/

That is the only way to get a manaphy without cheating. once you get the egg in Pokemon Ranger then trade it to diamond/pearl/platinum and when it hatches then you have got a manaphy.

It depends on the Pokemon you're trying to evolve. While some Pokemon can evolve without any problems due to being in the regional Pokedex, other Pokemon (Golbat, for instance) won't evolve without the National Pokedex. Note that this is only the case in FireRed and LeafGreen - in later games, Pokemon not in the regional Pokedex will evolve, but won't be recorded until you get the National Pokedex.
