Magnemite can be found in Fuego Ironworks, it is possible to catch one as soon as you get surf. From Floaroma town, go left until you get to the bridge. From the bridge, surf right and up until you get to Fuego Ironwroks. Here you can find wild magnemite in the grass, they are around level 28-30. It is also possible to find Magnemite at Route 229, they are level 39 there.
