if you are not a member the only way to get a jackhammer is to wait until they are giving out mining helmets for free. for instance now :D you can then put the helmet on and dance, when you are 'dancing' a jackhammer appears and you can dig into things. for example there is a game where you can dig with your jack hammer for coins. hope that helps :D
