Dragonair can be found in the Dragon's Den. When you use the super rod, there is a 3% chance of encountering a level 40 Dragonair. You can also catch Dragonair at the Swamp in the Safari Zone. With the Super Rod and after placing 20 water objects, you can get a Dragonair level 42-45.
Dragonair evolves into Dragonite at level 55.
