I had the same problem but just figured it out. In the house with the copycat girl, you have to go down the stairs at the back of the room to actually find the girl and talk to her then continue on to vermillion city, talk to the fat man and get the doll.
i was under the impression the girl sitting at the table was the copycat girl, but the actual one is downstairs.

-Well if your asking for show in your room, you get it from Mom in crystal, because she spends the money you make if you have it set like that
-If your asking for Safron City in Crystal to get the monorail pass go to the PokeFan house and talk to the chubby guy and then click on the clefairy doll beside him and he will give it to you
-Then talk to *CopyCat* again and there you go, the monorail pass is yours
