Firstly, you need to give a friendly introduction, then ask if they are single (because they will not like you if you flirt with them if they already have a boy/girlfriend)
then keep being friendly and romantic but never do the same thing twice in a row (they don't like that) then when you are a friend then it might be time to kiss. then if you want it further then call them each day at an appropriate time and invite them over and relax... :D

If their relationship is all the way to the top, you need to make them argue which will bring down the friendship level. Then you need to regain those friendship points by doing romantic things. It should pop up after that.
