You can trade one from ruby and sapphire or look in the grass and try to find a maril.

Answerget a lotad, evolve it either to lombre (lvl 14 ) or ludicolo (evovle lombre with a water stone) and then teach that Pokemon surf and then you can surf onto to the water that results in you catching Pokemon that is only caught in the sea.Wiki User
