The Thunderstone is worthless, as the only Pokemon that can evolve using it is Pikachu, which can only be obtained in Kanto. However, you can get a Thunderstone on Route 25, if you want a Raichu.
you could Buy it at Celdon Dept. Store. or you can beat lass Dana on route 38 but make sure you register her so that she should call you saying for you to meet her and she will give you a thunderstone
