There isn't a TM Block. However, a few Pokémon, such as Nosepass, can learn it through leveling up. Golbat/Crobat and other Pokemon can learn MeanLook, which is just like Block, too. If you want to block Latias/Latios, though, you should get a Wynaut/Wobbafet, that have the ability Shadow Tag, which prevents the opponent from switching/wild Pokemon running away. Diglett/Dugtrio/Sandshrew have a similar ablility, too.
