Once you beat Whitney at the Goldenrod gym, go next store and get the SquirtBottle from the lady. Then head north up route 35. Go up the stairs at the right and stop when you see a girl and a "strange tree". Talk to the girl, and then use the squirtbotlle on the "tree". It will move and you can battle with a sudowoodo. Try not to knock it out, I'm not sure if you can fight it again.
