You need to defeat the 8th gym first. You will be surprised to see who the gym leader is. Then go to the power plant. But don't go in. Use surf, and go above the town. You will see an entrance. Go through the place and you'll see a weird Pokemon figure. That's Shaymin. Talk to it, then fight it. All legendary start with beating the 8th gym in ruby destiny except for Entei and Ho-Oh.
