alright... take route 9, left of Cerulean City, until you come to the water, surf down to the power plant. Enter the plant and find the big guy dressed in red (the plant manager) and talk to him. He will rant on about someone stealing his generator piece. When you go to leave the plant a security guard will stop you to ask for your co operation. Fly or surf/walk back to Cerulean City and enter Misty's gym, you will run into a foreign rocket member who will go on about you seeing him and not seeing him then he will hurry off. Take route 24 and you should see the rocket again. Talk to him and battle and after winning he will reveal that the missing machine part is in the middle of the gym in the water. Surf in the square part of water that the bridges make and the bottom left corner should have the machine part (find it by Surfing on the spot and pressing A). Take the machine part back and you'll get a nice TM, zap cannon. After this go up to Bill's cottage and you will see Misty and her date standing on the bridge. When you approach the date will run away and Misty will scold you but tell you she will head back to the gym and wait for your arrival.

All really helpfull except the bit about finding the part, it's actually near some rubber tubes at the top left of the pool, near a parasol and a chair, there are some rings, MASH A around there and you'll get it soon enough.You also don't need to return the part to fight Misty, however the TM warrants you doing that.
