Assuming you mean Pokemon Diamond/Pearl/Platinum, you level up a magnetron in Mount Cornet, by any means (only one time is necessary), and it will evolve. I don't know what to do if you magnetron is already level 100.

magnizone is better because it is electric type which is super effective against dewgong (water/ice type)

What Pokemon can learn thunder wave in Pokemon pearl?
Well other than the obvious pickachu, rotom , magnizone, shinx, its evolutions etc and most other electric type Pokemon in the shinon region can learn it the location of the TM however i don't know.
