you go up the bell tower after you beat the 5 kimono girls in ecruteak city which you can battle after you defeat the 8 johto gyms. they are very hard to beat( they have the five eevee evolutions you can get in heartgold which are-jolteon, vaporeon, flareon, espeon, and umbreon- they are all lvl 38) so be prepared.
