Defeat the 7th gym and go to Ash's house. He'll give you the HM Dive. And go to the Surfing&diving place between Retazo city and Cinnabar Isle. And try diving anywhere and go out the other way. Soon you will see a island and a cave. It is called Rainbow Wing. You can fight Ho-Oh there. Don't worry, the bird is fire type and is lvl50. and long as you have water type that's over lvl45, you'll be okay. You need to prepare AT LEAST 20 Ultra ball.
