When you get to island for the 7th badge (fire), you'll stumble in to Bill (pokemaniac) ...don't know excatly when it'll happen I think when you defeat the gym leader. And he'll ask you to go to some island...Go to that island (Island One) and then got North until you see Ember Spa. Once there, talk to an old man and he'll give it to you ;) :D
