This is assuming you are in Pokemon Diamond, Pearl, or Platinum, since the Poke Radar does not exist in other games. Without the Poke radar, it is much harder to get a ditto, but it can be done. Go to the right of Canalave City, and there is a patch of grass somewhere between Canalave and the West Jubilife entrance, and that is where you find ditto.
