To get a water stone, got to pastoria or veilstone and go down to the beach directly south of the hotel (Where the tubers are). then, use surf and look for the Brown stones with a gap in the middle, then proceed east (Fight the swimmer if necessary) and proceed east. fight the sailor on the shallow water and the go north and use surf again. fight the two swimmers, go onto the shallow water island, and there's your water stone!
You can also get them underground... I think they get more common after you get the National dex

You can find a Shiny Stone in Route 228 in Pokemon Diamond and Pearl. In Pokemon Platinum, you can also find a Shiny Stone on Iron Island.
You cannot get the Dawn Stone in Pokemon Emerald, as it is first introduced in Pokemon Diamond and Pearl
