If you are talking about the glasses that guy lost outside the other exit of Rusturf tunnel, then the answer is you need the Item Finder to find it. It isn't that hard to find it without the Item Finder either. Just walk a step, then press A. Walk a step, then press A. Keep doing this moving top to bottom, and you will find it.
