Go to copycat's house in Saffron city after defeating all the gyms in Kanto. Talk to her and she will say she lost her Cleffairy doll in Vermillion city. Her doll is in the Pokemon fan club. Talk to the collector guy standing next to the doll and he will give it to you. Once you exit with the doll, Steven will come to you right at the exit. He wants you to catch a Latios.
