They are found at layers 4-16 with ores generated in veins of 1-10 ores. They are very rare and the best way to get lots of them is with a fortune III pickaxe and dig 20 blocks and then every 3-4 blocks on that tunnel dig another 20 blocks. This almost always guarantees at least 5 diamonds. If you find a cave or lava pit, be sure to explore it!

that might mean that you missed all the dimonds and you have dug way to deep
No, in creative mode you have every block so therefore there is nothing to achieve. You can reach the achievements that you wish to pursue in survival mode, where you must harvest everything on your own.
