Manually: Lots of trees on a residential lot will attract wolves. Have the sim you want to be werewolf build up the relationship with the wolf and eventually it will nibble your sim, turning it into a werewolf. NOTE; only the pack leader can turn your sim into a werewolf.
Using cheats: type this code exactly as it is here into the CtrlShiftC box in the neighbourhood, press enter, go into lot, shift+click on the mailbox, there will be a Create NPC, or something with NPC in it, and then click Leader Of The Pack, and the wolf who is pack leader will appear on your lot. build up your relationship with the leader and he will nibble you, and you'll be a werewolf.

once you have typed in the cheat code as said previously shift-click on the letterbox then click Make NPC go to more then click 'Leader of The Pack' after a couple of minutes the leader of the pack will appear at your house/lot greet it, then click on your relationship from your to the wolf and drag it to 100 (the green bar if the relationship) then shift-click on the wolf and click 'MAKE SELECTABLE' once you've made him selectable drag his relationship up from him to your sim after you've done the main part go bk to you're sim and shift-click then you need to find 'Sim Modder' click that, the sim modder will appear as a baby standing up, get the wolf who you've made selectable and click on the sim modder then go to 'relationships'>'me to another' then click on your sims name then you will have multiple choices saying 'likes, loves, hates, dislikes and neutral' click on loves, then if the cheat has worked right then the wolf will nibble your sim turning them into a werewolf. One warning though, dont keep the leader of the pack selectable too long as you cannot make them part of the family at all, the wolf will disappear come to day time and it will run away, it has happened to me and iv got two wolves who have currently ran away and im afraid i have no way of making them unselectable or getting them back :(
