You go to Mount Moon . Then find a guy standing around in front of 2 fossils. You fight him then he'll share the fossils with you. The fossil on the right is the Dome fossil. That contains Kabuto. Then in Cinnibar go to the research center and on the third room on the right a man in the corner will revive the fossil into Kabuto.
