You get after you beat Sunyshore city's Gym.After you beta the Gym leader, go to the little beach there and a gym leader from Johto region called Jasmine.She will give you Hm waterfall and allow you to surf from the little beach to the Pokemon league's building. P.S.Don't try to surf from the beach before you defeat the Gym leader.Jasmine won't let you, so it would be just wasting your time.
After team magma or team aqua go to awaken Groudon or Kyroge you go to sootoplis and go to the cave of origin you will need to surf to the side with a pokemart walk arround on that side and you will meat steven and he will lead you to the cave of origin once inside you have to several floors down on your way you will find hm-7 waterfall be sure to get it before you leave the cave cause they will not let you back in after.
