If you equip the microphone, and 'Aim' with it, you should hear a bleeping sound when it's in his direction.
If i remember correctly, he is towards the end of one of the rows, is facing down, and has white hair (possibly a blue suit).
Use the microphone and listen for the beeps is the best advice i can give.

To find Richard Ames in Metal Gear Solid 2: Sons of Liberty, you must go to B2 in Shell 1 via the elevator. In the office, you will find a Directional Microphone. Although Ames will always be in the same place regardless of playthrough, the Microphone is required as it provides a context-specific action to communicate with Ames. Take the elevator back to B1 and go to where the hostages are being held. Ames will be the hostage closest to the south wall near the middle. Crouch down and equip the Microphone when the Gurlukovich mercenary is out of sight and you can hear that Ames' heartbeat has a beeping sound in the background because of his pacemaker. Then press triangle to trigger the cutscene.
