You give it a fire/water/electricity stone.
Which can all be bought Celadon City for a small price.
Fire stone will elvolve your eevee to a Flareon
Water stone, vaporeon
And the electricity stone will make your eevee to a jolteon.
When you give eevee one of these stones, it will evolve immideatly.
