it depends what version of sims you have. On the Sims the grim reaper does not appear. On the Sims 2 you will have to sacrifice one of your sims to make the Grim Reaper appear. You cannot become the Grim Reaper. Typing in BoolProp testingcheatsenabled true in the neighbourhood, then going into create a sim and pressing Shift+N Debug mode will be turned on. You can then use the Grim Reapers clothes.
