In order to defeat Wiggler, you have to hit all his body parts until he's completely yellow (his head doesn't count). He then clams down and becomes vulnerable.
Also, when shy guys fly overhead with a giant turnip, it's a good idea to use your inhale ability so they'll drop the turnip. The parts of the turnip will then bounce off of Wiggler and make him completely vulnerable. Good luck!
