Goldenrod City's Gym Leader, Whitney, uses normal type Pokemon. In her lineup, she has Clefairy (Level 17) and Miltank (Level 19). Miltank and Clefairy are both female (if I remember correctly) and Miltank quite enjoys to use the move Rollout (Where it rolls rocks from the ground out; this move grows more powerful if used in succession) and Attract (Where it uses it's "Charm" to distract your Pokemon if it is of the opposite gender). Using a fighting-type Pokemon is the best way to go. Here is really the only fighting-type available:
Machop - Really the only way to get a Machop is to go to the 5th floor of the mall in Goldenrod City and trade your Drowzee (Which you can find in the grass beneath Goldenrod otherwise known as Route 34) Good Luck Defeating Whitney! Make sure to stock up on healing medicines for during the battle!
