There is actually no way to contact Jagex for game questions. You can only contact them for bugs and other stuff. If you use one of the emails they provide (that is used for submitting bugs) to ask about the game and stuff, they will NOT write back. This has happened to me.
The only way to contact Jagex is through Billing Support. You can submit a billing ticket on either the RuneScape or FunOrb website, or by emailing billingsupport@jagex.com. Also, you can post on the forums under the "contact us" section, but that section is very limited.There is currently no other way to contact Jagex.
