first you have to have completed darens rainbow, if you havn't, then do it, after you have done that you need to go over that rainbow to get to gull island where you meet the harvest sprite named collin. you then have to complete his rainbow (it is kinda complicated) and cross his rainbow, then you arrive on the other gull island. from there walk along the beach where a cutscene should appear, you should get the badge in that cutscene... New people cannot come to the island until the first rainbow is complete. There is no "time" when people start to come, except after the rainbow is complete. After that, they will start to arrive on the 1st and 15th of each month, starting with the tailor shop and then other people will come. There may or may not be a certain order to it.

Ben's leads you to it but he forgot his badge you need to get across and you need to go find it. so you complete the green guys rainbow in waffle town and go to the first gull island and then do Collin's rainbow and you will find his badge on the shore. then go back to ben and cross his rainbow. but on the mountain you have to become friends with a bear to get to the harvest goddess spring.

When does Phoebe come to the island in Harvest Moon Tree of Tranquility?
After completing the first rainbow, new people should start coming to the island every 2 weeks. This will start on the 1st of the month following the month in which you complete the rainbow, with Shelly, Candace, and Luna opening a Tailor Shop. For example, if you complete the first rainbow sometime in Spring, then the Tailor Shop will open on Summer 1. After that, on the 1st and 15th of every month someone new will come to the island. Phoebe is the fourth arrival to the island: the earliest you can get her is Fall 15, if you complete the first Rainbow in Spring.
