Click on the household you want to merge them with
Click yes when it asks you if you want to merge households
If only one has a house-
Click the family from the sim bin
Click the family in the house
Select merge households

You can create as many families as you want, however you can only play one household at a time, unlike Sims 2, where you can control the whole town at the same time, by going to different households.

You can't have more babies because 8 people is the limit, and it won't let you combine households if there are more than 8 people !
