After around 24 hours, you'll get a journal message about a gate opening on an island. Follow it's goal to the sea where it points. Go through the gate, and there you go.

However, if you are new to the game then here's how. close the final oblivion gate(the big one) eventually you will get to the part where merunes dagon is attacking, and martin will light the dragon fires(of course dagon and his men will put up a fight) After you save the day, a dude(i forgot his name) will talk to you and tell you about the armor. It depends. The easiest gate to close is the Kvatch gate. you can enter all the gates whenever you want.. the game evolves depending on the level you are... you fight harder people when your lv 30 than you do when you lv 10

they keep respawning till you get to the end of the main quest and close them for good, I wouldn't close them right away because they are useful to build your guy up! They are random, but the most you will find is 60. no more than 60 will appear. other than the ones as part of the main quest.
