Well, you have to set their age in Create-A-Pet. Then, click on the small image of a dog. Whether or not it is a small or large dog, you can only make it an elder or adult. Sorry, maxis doesn't want pre-puppy making. You have to do that yourself. If you know how to set the age of a sim, aging a dog should be a snap. Hope I helped!
