You go to a site like: planetminecraft.com choose a texture pack and make sure if its a .zip format (if not just compress it to .zip). In main menu go to texture packs open up folder then drag the item into there (as said has to be .zip)
and when you're done it'll appear under the default texture pack. Good Luck!

You need to make sure that the texture pack is saved in the minecraft folder in the texture pack folder.
Minecraft is playable on the computer, by default unless you changed the settings. I'm not sure what you mean. If you mean to change the textures, you can install a texture pack. This changes the textures (or pixels) on the blocks (tools, etc.) giving Minecraft a whole new look. Just copy and paste the texture pack folder in the texture pack folder in Minecraft.
