Dragon items either can be purchased from the Grand Exchange or dragon implings. Dragon implings can be found all over Runescape (not likely in non-member areas). Dragon implings can be also found on Puro-Puro (after completing Lost City quest). To get the the dragon items from the impling you need a hammer, when you've cought one right click on the impling jar with the impling in it and click loot (they may or may not have any dragon stuff).
Imps are found randomly around runescape, as with implings, however one usually resides south of falador and one by barbarian village
You can smith them yourself if you have 98 smithing and completed the Death Plateau quest. You can also loot them from Ninja Implings. Lastly, these can be bought from other players.

They appear most in Puro-Puro, this place can be best accessed from Zanaris ( Lost City Quest Needed to access ), since at this location puro-puro's access point doesn't disappear. you Will find it in the Wheat Field.
