Go to the tree and water it. It will attack you revealing it's really a sudowoodo. After beating the Elite Four, There will be battle frontier. Get walmer pail from the flower shop near the petaburg Fortress. Talk to the the ladies in the flower shop. One of them will give you a Walmer Pail. Now go to the Battle Frontier and Go to the Very bottom of the battle frotnier where I think the battle palace is. There will be a old lady. She will say there is a strange tree ahead. Keep going down and turn until you find the strange tree. Press A and use Walmer Pail then you'll be fighting Sudowoodo at level 20 or 40.
