Yes it can, but its very hard.. Talk to Lucas/Dawn's little sister in Sandgem Town. She's in the second house below the PokéCenter. Every day she says something about a Route, where a very big group of Pokémon is. Wait until she says something about Nosepass and which Route you can catch it. I tried it, and she said it. It's VERY VERY VERY hard to find it, but it is possible. Good Luck!
