When you go to Iron Island, go to the elevator thing when you enter to the right steps. Once you battle people (including 2 galactic grunts), Riley, who has a Lucario, will give you a Riolu egg. Hatch and train it. It evolves into Lucario on level 30 on diamond, pearl, and platinum.
