after you have all 16 badges and beat the elite 4 twice go talk to copycat. her doll is missing. go to the train station and talk to EVERYONE there one of them will have it. take it to her. as you leave her house a man will alert you it is now roaming the region. you have to hunt it the same as hunting cresselia in platinum. as you said latias is in heartgold and latios is in soul silver. you do the same thing for both games. hope this helps. i know how much it helped me:)
