Jirachi is unobtainable through special place and in the wild.
The Mystery Gift event was held at 2010, it also opened up Night's Edge Pokewalker route. But now it is available when you have it in the older games and migrate it to Pokemon Heart Gold.

One of my friends told me you can get jirachi at the end of Mt. Moon and I have tried but I can't figure out how to get there. I do believe there is a jirachi in heart gold version because there are sinnoh Pokemon in it and I have found mewtwo. In gold version however, jirachi cannot exist for gold version was made before jirachi was. I wish you luck in finding the legendary jirachi and other Pokemon!
