2 catch feebas u need some things.
1st: qwik ball or ultr ball, u can get them from pastoria mart.
2nd: pkmn knowing surf, u can get a water pkmn and use HM03 which u get b4 canalave gym.
3rd: pkmn knowing strength, u can get a machoke and use HM04 which u get at the lost tower on route 209.
4th: old rod, u can get it from the guy in the building in jubilife city leading to route 218.
go 2 eterna city, go east into mt cornet. use strength 2 push the bolders, when u get to the east exit go north. push more boulders, u can get rare candy if u go west. go far north, then west & down the stairs. go to the lake here by going down the stairs. use surf to surf across it and use the old rod everywhere you can, even on the water. if ur lucky u'll find a super rare feebas. u can evolve feebas 2 milotic by feeding it lots beauty poffins.
