Use headbutt on a Headbutt Tree in Johto.
This is how I catched Heracross; Go into the gym in Azalea Town (Props to the second answer for bringing this idea) then leave. Stay where you are when you leave. Now, take 9 clicks to the left. Then, take 2 clicks up. This was the tree I catched my level 4 Heracross (and i was freaking happy because it took me 4 hours to find a tree with a heracross! c:) Hopefully this will help you guys.
----------------------------------------------------------------------------------- Okay so if you want to catch a Heracross, this is the way to do it. I caught one the first time I Headbutted it but maybe I was just lucky. So to find the sweet spot :Go into the gym into Azalea Town. (This has nothing to do with the location) Next, leave, but stay where you are. take 9 clicks to the left, then 6 clicks up, and then 1 final click to the left. That is the exact tree that i discovered Heracross within seconds of Headbutting it. This is a 100% chance of disturbing a Pokemon. It's just a matter of time of when it's a Heracross. I experimented and Heracross showed up 6/10 times at this spot. So hurry up and catch that Heracross! XD

I tried several different places including this one. I had over 125 encounters with not a single Heracross. I tried another place someone suggested and found that they were quite common in that spot. (It was route 33 in the corner by the acorn trees.)
They should appear in the following places: Azalea Town, Route 29, 30, 31, 32, 33, 42, 43, and 44. There may be a few more places.
My advice is to try a tree for 5 to 10 encounters. If you don't find one, move on to the next tree.

Yes, you can capture Heracross in Pokemon HeartGold (And in Pokemon SoulSilver). You must go to Azalea Town and heabutt into the trees there, and eventually you will encounter one.

Heracross is in the Safari Zone. Use an Acro Bike to get across the poles (white lines) and go North. The areas there hold Heracross (they are rare and hard to catch so beware).
